Job Summary

Under the direction of the Perth Care for Kids Board, the Executive Director is responsible for leading the organization in the execution of its strategic plan and towards the achievement of its mission, vision, values, and annual work plan. The Executive Director fosters a positive organizational culture and ensures that the high-performing staff team has the necessary tools and resources to achieve its mission.


Duties

A. Leadership and Strategy
  • Provides strategic and operational leadership toward the ongoing development, delivery, and sustainability of an integrated, community-responsive system
  • Collaborates with the Board to develop strategic plans with a focus on alignment between the vision, mission, values, annual work plans, performance metrics, and budgets
  • Establishes an annual work plan for Board approval to effectively implement strategic plans
  • Oversees and supports a diverse team of staff members, fostering a positive work environment that encourages collaboration, professional development, and effective communication
  • Participates in recruitment, training, and performance management of staff
  • Ensures the necessary management information systems are in place to assess the organization’s performance and progress in meeting its objectives
  • Creates, shapes and leads organization-wide change management and business process improvement initiatives
  • Builds the agency’s internal capabilities, including a high-performance culture focused on excellent customer service, problem-solving and continuous improvement
  • Fosters a positive and safe work environment for all

B. Operations Management
  • Manages day-to-day operations of all Perth Care for Kids programs and services
  • Ensures the delivery of quality programs and conducts regular review of all programs and services
  • Ensures a healthy work environment in accordance with all appropriate regulations and legislations
  • Develops proposals for the enhancement of current programs and establishment of new programs
  • Develops, implements, and reviews organization policies and procedures
  • Maintains overall financial responsibility for the Perth Care for Kids system including compensation programs including the development of an annual operating budget
  • Implements and manages effective internal control systems to protect the organization and adequately maintains and protects organizational assets
  • Develops and executes strategies for generating revenue
C. Governance and Board Relations
  • Communicates timely and relevant information to the Board of Directors
  • Provides leadership, guidance, and support for the Board in policy setting
  • Ensures the effective implementation of Board policies and decisions
  • Ensures board members are apprised of external issues and liabilities that may impact the organization
  • Prepares and reports measures of performance and progress to the Board and to the appropriate Provincial Ministry as required
D. Compliance and Administration
  • Ensures the timely and accurate completion of all necessary reports, correspondence, service contracts, leases, certificates, licenses, etc.
  • Addresses and resolves concerns or issues raised by staff, parents, community agencies, or funders
  • Ensures that all program sites are well-maintained and fully compliant with health and safety standards and regulations
E. Community
  • Promotes the agency and enhances its role in the community
  • Develops and strengthens relationships with government and other agencies, the general public and external partners
  • Builds partnerships with other service providers, community agencies, and government entities to enhance collaboration and support
  • Oversees communication and marketing activities to increase the public’s awareness of Perth Care for Kids
  • Engages the community, including parents/caregivers in the design and delivery of programs and services
F. Other
  • Performs other related duties as assigned.

Qualifications

A. Education
  • University degree in Child Studies, Education, or a related field.
  • Current member of the College of Early Childhood Education considered an asset.
  • Additional education in leadership and/or management are considered an asset.
B. Experience
  • Minimum of 8 years’ experience in a leadership position within a Child Care or EarlyON setting.
  • Demonstrated ability to lead organizations with experience guiding, mentoring and facilitating individuals and groups towards a vision while maintaining cohesiveness, motivation, commitment and effectiveness
  • Experience developing and maintaining relationships with various stakeholders including but not limited to; clients, community partners, staff, board members, and others.
C. Skills
  • Ability to cultivate both internal and external relationships
  • Ability to identify key issues/challenges and to develop creative, strategic solutions
  • Focused on team and organizational effectiveness with the ability to maintain accountability for morale, communication, respect and trust
  • Familiarity with legislation applicable to Childcare Operations as well as employment legislation
  • Experience creating and managing budgets
  • Strong working knowledge of Microsoft Office suite, specifically Excel
  • Ability to organize and manage multiple priorities
  • Excellent interpersonal skills and ability to handle sensitive and difficult issues in a confidential, timely, and respectful manner
  • Excellent and professional communication skills in a variety of mediums

About the Position:
The Municipality of Brockton invites qualified applicants for the full-time position of Child Care Manager. This position is responsible for the overall planning, development and implementation of age-appropriate programs to enhance the cognitive, physical, social and emotional development of children at the Brockton Child Care Centre (BCCC) in accordance with the goals and curriculum plans of the BCCC. The Manager will be responsible for the operations of the BCCC in strict compliance with the Child Care & Early Years Act (CCEYA), the Ministry of Education, County of Bruce Children Services, Grey Bruce Public Health and other regulatory bodies as applicable. This position will be responsible for the yearly budget and human resource activities for the Brockton Child Care Centre. This position is a member of the Senior Management Team (SMT). The ideal candidate will have supervisory experience, be out-going and able to work well with families, regulatory bodies and staff. The candidate must be a respected leader, flexible, exhibit superior organizational capabilities have excellent written/oral communication and computer skills.

Primary Responsibilities:
  • Ensures and facilitates the smooth functioning of all aspects of the Centre through relationship building in order to best serve children and families.
  • Ensures licencing requirements are met at all times and policies and guidelines are established in accordance with the Child Care and Early Years Act and Ministry of Education.
  • Plans, consults, supports, evaluates and provides guidance to Supervisors and teaching staff in evaluating and revising children’s programming as required.
  • Develops, recommends and implements short and long term plans for BCCC, services, programs and facilities.
  • Oversees and manages all elements of BCCC enrolment and ensures the smooth integration of new parent/child(ren) in the centre.
  • Responsible for the recruitment, selection, hiring and orientation of all new staff to the centre, within Municipal approved processes and polices and CAO approval. Ensures appropriate training and performance review are carried out effectively.
  • Directs and manages all employees within the scope and responsibility of the BCCC while ensuring adherence with all health & safety and workplace policy.
  • Sets clear, results oriented departmental goals with staff with realistic and measurable outcomes.
  • Recognizes, documents, and acts in case of suspected abuse, illness, or accident, reporting the incident as a serious occurrence, if applicable.
  • Prepares, creates and manages the yearly budget in consultation with the Child Care Supervisors, CFO and CAO with adherence to County of Bruce guidelines for CWELLC funding.
  • Writes Council reports and provides strategic recommendations to Council and attends meetings as required to update on Departmental activities.
  • Ensures appropriate professional development opportunities are made available to Centre staff and in accordance with identified training needs of staff at the Centre.
  • Reviews, evaluates, and amends the BCCC Parent Handbook, centre policies and procedures as changes occur or as legislatively requires and develops, implements, monitors and evaluates policy implementation.

Qualifications/Knowledge/Skills Required:
  • University Degree or College Diploma in related discipline with progressive corporate administration/management experience in a related position.
  • Children services programming or a Registered Early Childhood Educator (ECE) is preferred.
  • Must have 3 years experience related to a leading role in childcare programming.
  • Minimum of five (5) years of experience in a supervisory role.
  • Municipal experience is an asset.
  • Knowledge of Financial Management policies and procedures including budget development and review of expenditures against budget, and staffing levels.
  • Must have sound knowledge of Microsoft applications including Word, Excel and PowerPoint.
  • Knowledge of social media platforms.
  • Demonstrated and thorough working knowledge of Provincial Legislation pertaining to the Child Care & Early Years Act, and Occupational Health and Safety Act.
  • Demonstrated advance knowledge of the Emergent Curriculum and ability to mentor/coach co-workers.
  • Ability to be flexible to changing demands while maintaining accuracy.

The Role

Works with community partners to support the operation of the early learning and child care service system, including quality initiatives, partnerships with service providers (e.g., special needs resourcing agencies, EarlyON child and family programs, professional resource centre), and the centralized waitlist registry.
Leads the implementation of plans to increase the supply of quality licensed child care spaces in Waterloo Region in alignment with provincial and federal growth strategies. 


Duties/Responsibilities
  • Supervises program and administration staff (Early Years Analysts, coordinator).
  • Establishes, coordinates, and implements quality initiatives for the child care and early years (CCEY) community. Leads community-based quality initiatives and ensures quality standard and practices in CCEY programs are met. Coordinates policy development and planning related to the quality initiative.
  • Engages stakeholders (working groups, consultation sessions) in the development of community-wide quality standards and supporting tools, resources, and evaluation measures and communicates to parents and practitioners. Provides linkages to community resources and training, incentives, and supports to participants to achieve benchmarks and goals. Develops partnerships with community agencies, professionals, researchers, and consultants.
  • Consults with the professional resource centre and other community groups and services to plan and develop professional learning.  Collaborates with partners to develop and deliver training plans, identify and encourage use of resources, identify gaps in services, and make recommendations.   
  • Leads the implementation of plans to support the creation of new child care spaces based on strategic directions and Ministry and Region of Waterloo standards and requirements. Ensures growth addresses system gaps, priority populations, geographic areas, and other equity-focused priorities for those facing the greatest barriers to child care access, including special needs, Black, Indigenous, Racialized, and other under-represented families.
  • Recommends funding approaches and develops policy and guidelines for management approval.  Interprets provincial guidelines and develops local strategies for home-based and centre-based child care as well as other early years service providers and operators to support dispensation of funding.
  • Leads RFP and procurement processes. Develops specifications, reviews submissions, and recommends awards for approval. Responds to questions and leads information sessions to groups and agencies. 
  • Works with community partners such as school boards and community organizations to identify opportunities for child care growth. Monitors impacts of growth and makes recommendations to mitigate impacts for other early years service providers.
  • Meets with providers to review operational plans and practices to ensure compliance with agreements. Provides advice, coaching, and support to centre-based and home-based licensed child care operators to build capacity related to child care operations and practices and recommend the incorporation of inclusive, equitable, accessible, and best practices into operations, including design of spaces, curriculum, internal procedures and practices. 
  • Supervises funding distribution and contract administration for service providers (e.g., SNR agencies, EarlyON, Conestoga College, police record check). Reviews service provider submissions including financial information reported, business plans, and other criteria to ensure integrity in the use of funds and expenses based on eligibility criteria. Approves payments. Monitors expenditures against approved budgets and makes recommendations for surplus.
Additional Duties/Responsibilities
  • Participates on and/or leads working groups and committees related to system growth, new program development, quality initiatives, professional learning, and early years collaboration. Facilitates consultation processes, including meetings with families and community partners (e.g., school boards, special needs resourcing agencies, EarlyON programs). 
  • Monitors programs and keeps management informed of progress to support the achievement of targets, priorities, and outcomes in alignment with the Service System Plan and Ministry and Region of Waterloo expectations. 
  • Prepares reports on program delivery and financial and administrative reporting requirements for submission to the Ministry. Prepares and presents reports to senior leadership, committees of council, and stakeholder groups. 
  • Monitors program budget. Develops plans and forecasts related to program delivery and operational cash flow projections. Has signing authority to approved limit. Administers contracts with service providers, consultants and contractors.
  • Liaises with peers in the local and provincial child care and early years sectors to exchange information and best practices. Has contact with Ministry staff to clarify requirements and provide information.
  • Liaises and collaborates with other areas in the Division, Department, and corporation for alignment and consistency in program practices and structure including equity and inclusion. 
  • Works with Legal and Finance to facilitate tendering processes, develop contracts and agreements, and administer payments. 
  • Performs related duties as required.
Knowledge, Skills, and Abilities
  • Knowledge and skills are normally acquired through a bachelor’s degree in a related field, such as early learning or child studies, plus progressively responsible related experience.
  • Must be a registered Early Childhood Educator in good standing with the College of Early Childhood Educators of Ontario.
  • Knowledge of child care, child development, and early years principles, policies, and practices, including measurement tools and best practices that support quality practice, with an emphasis on equity and inclusion. 
  • Knowledge and experience in adult education, capacity building, research, evaluation, and planning methods, and statistical applications.
  • Knowledge and experience in operational and administrative practices in child care operations, including financial accounting practices, budgeting, and contract management.

About the Position:
The Child Care Supervisor supports the Child Care Manager with the direction, supervision, management and coordination of the Brockton Child Care Centre operations. This position works with the Manager to mentor Centre staff to create a warm, welcoming and inclusive environment to ensure children are provided with optimal learning and development opportunities. Primary Responsibilities:

Reporting to the Extended Day Program Manager, Financial Services, the successful candidate will partner with current Designated Early Childhood Educator (DECE) Supervisors to oversee the day‐to‐day operations of our growing Extended Day programs and be an active leader in the recruitment and hiring of new DECEs.
The successful applicant for this Mid‐Management Level 2 position ($75,539 – $87,931, plus an additional $6,243.00 market adjustment added to the base salary subject to annual review), will be working 40 hours per week, 12 months per year. This includes school closure periods where the Extended Day programs operate such as winter break and March break.

Working hours will be from 10:00 a.m. to 6:30 p.m. to support staff questions or emergencies in the Extended Day program. For vacation purposes, due to the nature of the position operating during school closure periods, the incumbent is only able to take their vacation days during the summer months subject to manager approval.
Description of Duties:
Directly supervises board operated Extended Day programs to ensure high quality, inclusive care for children ranging in age from junior kindergarten to grade 6 in a manner that supports their growth and development and adheres to the Education Act, the Early Childhood Educators Act, Family Services Act, Ministry Guidelines for Before‐and‐After School Programs and Waterloo Region District School Board policies and procedures.
Responsibilities

Qualifications

About the position:
 
Pedagogical leadership is about supporting teaching and learning. It includes instructional leadership—supporting classroom teachers in their key role of implementing curriculum. But pedagogical leadership is a broader term that encompasses many roles and functions in learning organizations. For example, pedagogical leadership impacts teaching and learning by establishing organizational norms of continuous quality improvement. Pedagogical leaders influence children’s learning by fostering family engagement, ensuring fidelity to the organization’s curricular philosophy, using data to evaluate the effectiveness of the learning program, and meeting standards established to optimize learning environments.
 
Early childhood program leaders influence what happens in the classroom by fostering an organizational climate where teachers and other staff members optimize learning opportunities for children and strive to improve their own practice. Pedagogy is the art and science of teaching with an emphasis on the dispositions and behaviors of teachers and their interactions with children. Pedagogical leaders keep the collective focus of the teachers and families on whole child development and protect against mission drift.
 
 
Our ideal candidate will have the following knowledge, qualifications, and experience:

 
  • ECE designation and a member in good standing of the College of Early Childhood Educators
  • A minimum of 2 years teaching experience in an early childhood environment
  • Pedagogical Leadership Course (completed or enrolled in)
  • Knowledge and experience with Ontario's Pedagogy, How Does Learning Happen?
  • Extensive knowledge of Government regulations such as the CCEYA
  • Extensive knowledge of How Does Learning Happen?
  • 2 years of leadership experience, preferably in an early childhood education setting
  • Demonstrated leadership skills, including professionalism and integrity; the ability to coach, mentor, and inspire others; and strong problem-solving skills
  • Excellent communication skills, both verbal and written
  • Excellent public relations skills, able to develop positive relationships with parents, co-workers, and community partners
  • Strong organizational and time management skills
  • Standard First Aid and CPR certification
  • A clear Vulnerable Sector police check (Ontario)
