​The successful applicant will work closely with the Manager of Vanastra Early Childhood Learning Centre, assisting in the direction, management and coordination the operations of the Centre. The position will be comprised of both administrative and in classroom duties.
​Applicants are required to have post-secondary education in Early Childhood Education or a related field, be certified, and in good standing with, the Association of Early Childhood Education of Ontario, and have experience in Early Childhood Education. Supervisory experience would be considered an asset.
2023 Salary Range Wage: $30.03 to $34.82 per hour (currently under review)
General Description (Overview) of Position:
1. Scope of Position
  •  Assumes full responsibility of the Manager during their absence. When Manager is present, time is split between in program and in office duties.
  • Executes the programs and activities of the Centre as directed by the Manager.
  • Adheres to Centre and Legislative policies and procedures to ensure the safety of the children and coworkers.
  • Report specific health concerns, accidents or occurrences to the Manager for further consultation.

2. Key Responsibilities
  •  Assume the full responsibilities of the Manager in their absence.
  • Plans weekly activities and develops group teaching plan for each month.
  • Submits teaching plan to Manager for approval and implementation.
  • Sets up and supervises playrooms, ensuring all necessary toys and equipment are available in accordance with established themes and the room and toys are kept in clean condition.
  • Conducts and ensures adherence to regular washroom, lunchtime and sleep routines in accordance with pre-established procedures.
  • Ensures that the child’s environment is healthy and safe.
  • Administers prescription medications, as required.
  • Setups and supervises playground activities and organizes indoor activities during periods of inclement weather.
  • Inspects playground equipment on a daily basis.
  • Communicate effectively and professionally with children, parents/guardians, other staff, and agency professionals.
  • Work cooperatively with team members to ensure necessary workflow and coverage.
  • Conducts parent nights and participates in special events such as Holiday Concerts, fundraising, field trips etc.
  • Provides stimulating, enriching, educational and fun programming for preschool children.
  • Implements individually designed programs for children with special needs.
  • Prepares reports for parents on strengths and needs of the children to be presented at the time of parent-teacher interviews.
  • Identify and refer children with specific health, learning and/or behavioural challenges to the Manager for further consultation.
  • Maintains confidentiality of all information related to the children, their parents and other staff.
  • Trains and supervises student teachers during the school year.
  • Coordinates volunteers for special events and activities.
  • Remain up to date and adhere to policies and procedures at all times.
  • Ensure work is performed in a safe manner according to health and safety guidelines and procedure.
  • Assist with the ongoing operation of the Centre by following daycare licensing requirements and attending regular staff meetings as required.
  • Performs other duties as assigned.
Qualifications:
  • Must hold an Early Childhood Education Diploma from a recognized community college​
  • ​Certification by the Association of Early Childhood Education of Ontario; must be a member in good standing with the Ontario college of ECE
  • Must maintain clear Vulnerable Sector Reference Check
  • Must have up to date Immunization and Health Assessment as per the local Ministry of Health
  • First Aid CPR with AED
  • Minimum of two (2) years of experience in Early Childhood Education.
  • Some supervisory experience and asset.
  • Experience working with job related software (Microsoft Office, iOS).
  • Demonstrated knowledge of relevant legislation, licensing and regulations. 
  • Must be able to attend Professional Development Days as required.
  • Must be competent within the meaning of the Occupational Health & Safety Act with a thorough knowledge and understanding of Health and Safety standards governing the Municipality.
  • Must ensure a high level of confidentiality and professionalism at all times

Our Team:
Children’s Services is the service system manager for the early years and child care system in Waterloo Region. Our team is looking for a motivated leader who will support growth in the child care system, through working closely with child care providers, community and Regional partners. You will also play an important role with developing and implementing strategies to strengthen the local early years and child care workforce.

The Opportunity:
As Supervisor, Child Care Development you will lead the implementation of plans to increase the supply of quality licensed child care spaces in Waterloo Region and support the early years workforce, in alignment with provincial and federal growth strategies. You will supervise program administration and delivery, including administering funding and Requests for Proposal (RFP) processes, developing frameworks and guidelines, and reporting. You will provide expertise and guidance to child care providers to ensure practices meet requirements and quality standards, and to support capacity building in the sector. You will have the opportunity to collaborate with community partners such as school boards and community organizations to identify opportunities for child care growth. You will be responsible for ensuring the implementation of plans that align with the Region’s overall early years and child care system priorities for equitable, inclusive, accessible, and affordable child care that meets the needs of the community.
This is a permanent full-time opportunity, working 35 hours a week.

Apply your Knowledge, Skills & Abilities:
  • You will lead the implementation of plans to support the creation of new child care spaces, based on strategic directions and Ministry and Regional standards and requirements.
  • You will ensure growth addresses system gaps, priority populations, geographic areas, and other equity-focused priorities for those facing the greatest barriers to child care access, including special needs, Black, Indigenous, Racialized, and other under-represented families.
  • You will recommend funding approaches and develop policy and guidelines for management approval based on your interpretation of provincial guidelines and develop strategies for home- and centre-based child care operators to support dispensation of funding.
  • You will lead RFP and procurement processes, develop specifications, review submissions, and recommend award for approval.
  • You will work with community partners such as school boards and community organizations to identify opportunities for child care growth.
  • You will meet with provider to review operational plans and practices to ensure compliance with agreements.
  • You will provide advice and support to centre-based and home-based licensed child care operators to build capacity related to child care operations and recommend inclusive, equitable, accessible, best practices are included.
  • You will supervise funding distribution and contract administration.
  • You will review operator submissions including financial information and business plans to ensure integrity and monitor expenditures against budgets.
  • You will participate on and lead working groups and committees related to system growth and new program development. You will facilitate consultation processes, including meetings with families and community partners.
  • You will monitor programs and keeps management informed of progress to support the achievement of targets and outcomes in alignment with the Service System Plan and Ministry and Regional expectations.
  • You will prepare reports on program delivery, financial and administrative reporting requirements for submission to the Ministry. You will also prepare and presents reports to senior leadership, committees of Council, and stakeholder groups.
  • You will monitor the program budget, develop plans related to program delivery and operational cash flow projections.
  • You will liaise with peers in the local and provincial child care sectors to exchange information and best practices.
  • You will work with Legal and Finance staff to facilitate tendering processes, develop contracts, and administer payments.
  • Performs related duties as required.

Apply Your Experience at the Region of Waterloo
  • Knowledge and skills are normally acquired through a related university degree/college diploma, plus progressively responsible experience in licensed child care operations.
  • Knowledge of child care, child development, and early learning principles, policies, and practices, including measurement tools and best practices that support quality practice, with an emphasis on equity and inclusion.
  • Knowledge of and experience in operational and administrative practices in child care operations, including financial accounting practices, budgeting, and contract management.
  • Knowledge and understanding of equity and inclusion approaches and principles in early years settings, including groups that face the greatest barriers to child care access, including special needs, Black, Indigenous, Racialized, and other under-represented families.
  • Knowledge of and ability to comply with policies, procedures, collective agreements, and related legislation.
  • Analytical, organizational, problem solving, and continuous improvement skills to interpret and apply legislation, policies, and procedures. Ability to translate Ministry policies and plans into results-oriented actions.
  • Ability to develop work plans, organize, and coordinate work of supervised staff to meet program requirements.
  • Ability to act as a trusted partner to child care providers and community partners, by providing expertise and guidance, and working to build capacity for effective, quality practice.
  • Leadership, human relations, communication, and facilitation skills to supervise, train, develop, motivate, and support staff; develop and maintain working relationships with child care providers and community partners; conduct presentations and information sessions; respond to information requests from individuals in the child care sector, government agencies, community organizations, and the public; and participate as an effective team member.
  • Ability to write reports, summaries, promotional materials, correspondence, policies, procedures, presentations, and work plans. Ability to read and interpret research, policies, procedures, regulations, guidelines, and reports.
  • Computer skills with ability to use software such as Microsoft Office.
  • Ability to travel within and occasionally outside Waterloo Region.
  • Ability to adjust schedule to meet with community groups during evening hours.

Overview
The ECEC Administrative Assistant provides a range of administrative support functions for the ECEC program, the ECEC Director and the Psychology Department.
Responsibilities
Administrative services of the ECEC Main Office and the ECEC Children’s Program
  • Provide exceptional customer service to the many ECEC clients in a professional and welcoming manner.
  • Greets visitors to the ECEC, answers phone, e-mail and in person queries and provides direction and support
  • Provides security checks of the ECEC entrants and is responsible for daily unlocking and locking of the area
  • Ensures all office items are available and operating properly (photocopier, printer, paper shredder) and guides others in their use
  • Calls in maintenance requests as needed
  • Prepares and maintains all children’s files, lists for the school year such as attendance forms and daily health checks
  • Places orders for program supplies
  • Schedules parent tours, play visits for children and researcher observation sessions
  • Creates, formats, proof reads, prints and distributes various types of documents for various audiences using Microsoft Word, Excel, Power Point while adhering to our Privacy Policy
  • Maintains a petty cash for small purchases
  • Active and responsible P-card holder to facilitate ECEC purchases
  • Manages collection, recording and deposits of monthly parent fees.
  • Prepares annual tax receipts and any fee refunds for child withdrawls or government fee reduction grants
  • Initiates payment for casual staff on a bi-monthly basis in Workday in a timely and accurate manner

Collection and maintenance of detailed files in accordance with Ministry of Education regulations for a licensed Child Care Centre
  • Assumes responsibility that all front office administrative procedures and records meet the stringent licensing regulations to ensure our license is fully in compliance at all times.
  • Prepares and maintains files for children enrolled in the program, students on placement, researchers, and all volunteers.
  • Ensures established standards are followed for the collection and maintenance of all files
  • Provides ongoing immunization reports to the Region of Waterloo Public Health Department
  • Records messages in the daily logbook and illness on Region of Waterloo Public Health tracking forms
  • Initiates, carries out and records monthly fire drills
  • Ensures monthly playground and indoor safety inspections are completed and provides solutions to any issues that arise

Support to the ongoing Children’s Program
  • Provides immediate back up support to educators in program on short notice when children need extra support, educators have an emergency or we have a teaching staff shortage. 
  • When in-program provides a developmentally appropriate experience to the children in their care while implementing the values included in our ECE Program Statement
  • Prepares and distributes newsletters and notices to families and invitations to events
  • Creates and updates ECEC Parent Sharepoint/Teams site ensuring proper permissions are in place to maintain security and confidentiality of posted documents
  • Fills in as a Registered ECE when needed to meet staff to child ratios
  • Responsible for full snack program (planning nutritionally balanced snack menus, completing the weekly grocery purchasing, training new staff on safe food handling procedures and ensuring allergy information is accurate and available to all staff).
  • Assumes an active role alongside other ECEC staff with special projects or events
  • Responsible for monthly Scholastic Books ordering, tallying and distribution
  • Coordinates and schedules parent and student volunteers
  • Responsible for coordination of parent teacher conferences twice a year (surveying parents, setting up schedules for staff, arranging parking, communicating changes to the team, greeting families and supporting teachers to stay on schedule).
  • Provides training to new team members and student volunteers as required
  • Actively participates in a Community of Practice with the full ECEC Staff Team to ensure the delivery of a high quality program to children and families

Key Computer/Tech Support Person to ECEC Team:
  • Initiates tech support sessions for ECEC team providing training, step-by-step process information and follow up to their questions.
  • Prepares tip sheets for ECEC staff related to various technology areas
  • Provides immediate support to individuals when they encounter technology difficulties or wish to learn something new
  • Maintains and helps create content for the ECEC website by maintaining webpages and updating content as needed
  • Researches new technology tools that could be implemented in our program, makes recommendations to the Director and implements as needed

Support to the ECEC Director as required:
  • At times acts as Designate Director when the Director is absent ensuring business continuity which includes scheduling and supervising Preschool Teachers and Teaching Assistants
  • When acting as Designate Director ensures Centre is meeting its legal requirements under the Early Learning and Child Care Act
  • Acts on issues in Director’s absence and is responsible to guide the team through any emergencies
  • Maintains knowledge of all ECEC policies and procedures in order to make Designate Director decisions using accurate information
  • Prepares correspondence, data and reports at the Director’s request
  • Prepares financial summary reports for the Director as needed
  • Confers with or escalates matters to the Director as appropriate
  • Submits Region of Waterloo Subsidy reports
  • Submits Enhanced Staffing payment requests to K-W Habilitation Services
  • Completes parent tours
  • Completes registration steps with families including paperwork, fee collection, orientation to ECEC and guidance on the first days
  • Takes on special projects as needed

Support to the Administrative Coordinator, Graduate Studies
  • Prepares, schedules and distributes information for the Ph.D. oral examinations.
  • Completes Data entry into database
  • Provides general administrative assistance for graduate program applications and scholarships
  • Receives and combines documents and email for OGS applications
  • Prepares and sends TA evaluations using Microsoft forms each term
  • Schedules Proctors for mid-term and final exams
  • Assists with updating and maintaining the graduate program web page and graduate student contact list
  • Assists with the coordination of the BigSib program
  • Responds to email inquiries pertaining to the psychology graduate program

Back-up Support for Psychology Support Service Staff
  • Distributes department mail; prepares and forwards courier packages
  • Unlocks and locks research area doors
  • Orders supplies online
  • Sends and receives print jobs
Qualifications
  • Diploma or Degree in Early Childhood Education or Child Development. Registered Early Childhood Educator with the College of ECE of Ontario
  • Standard First Aid and CPR for infants, children and adults Certification
  • Safe Food Handling Certification
  • Clear Vulnerable Sector Check for working with young children
  • 4 - 5 years administrative experience, with particular knowledge of the operation and legislation of a licensed Child Care Centre under the Ministry of Education.
  • 4 – 5 years experience in a play based, emergent curriculum child care setting with preschool aged children
  • Experience with and proficient in MS Word, Excel, Powerpoint, Outlook and a computer database program. Preferred experience in Sharepoint, WCMS and Quest.
  • Detailed understanding of the Child Care and Early Years Act O.Reg 137/15 as well as Waterloo Public Health and Waterloo Fire Department regulations for licensed Child Care Centres
  • Outstanding people skills with varied populations (children, parents, students, researchers, inspectors, educators) with proven success in providing superior customer service.
  • Responsibility, maturity and excellent problem solving skills are critical.
  • Demonstrated ability to make independent decisions and carry out specialized work with minimal supervision
  • Constant attention to protecting private and confidential information.
  • Demonstrated financial management skills
  • Essential competencies include exceptional attention to detail, process implementation, organization and time management
  • Proven communication skills that are clear, positive and professional in both written and oral formats
  • Demonstrated ability to work in a fast-paced environment with constantly changing priorities
