Program Manager Wanted

The Country Hills Recreation Association (CHRA) is a non-profit volunteer driven organization that promotes recreational activities at a minimal cost to residents of all ages residing in the Country Hills Neighbourhood and greater community. The CHRA is looking to contract a Program Manager for one year to oversee all facets of coordinating, developing and delivering General Programs. Reporting to the CHRA President, this contract offers 30-50 hours per month at $20/hr.

Responsibilities Include:
 Plan, coordinate, implement and recommend General Programming that could be offered through the CHRA in an attempt to meet community needs: 
      -Program development and design. 
      -Program evaluation i.e. on-site evaluation, instructor feedback, etc. 
      -On call as first point of contact for instructors, volunteers and partners.
 Recruit, interview and contract instructors to lead programs. 
 Working in cooperation with the City of Kitchener Facility staff: 
      -Book space for programs 
      -Ensure templates for online (CLASS) registration are complete and on time and accurately 
      -Cancel or add programs as needed 
      -Confirm school permits are in place 
      -Act as liaison on behalf of CHRA and instructors
 Ensure program supplies/equipment are available to meet program needs.
 Administration Duties include: 
     -Preparation of report for the CHRA Board, related to Programs, 
     -Agenda for Program Committee meetings, 
     -Tracking of files (i.e. Instructors, payroll, list, invoicing etc)  
     -Manage the CHRA computer filing systems and file all outstanding electronic 
     files
 Prepare/Design of program flyers. 
 Program Analysis (financial) i.e. Programs, fees, revenue, etc. 
 Attend Board and Program Committee Meetings (as needed). 
 Social Media updating Facebook, Website and other as it relates to programs. 
 Volunteer Management including intake of all volunteers as it relates to programs i.e. recruit, train, supervise, evaluate

Qualifications: 
 Experience working in a community-based setting 
 Possess strong written and verbal communication skills 
 Proven ability to work independently or as part of a team 
 Skilled in monitoring customer service and performance standards 
 Proficiency with MS Office applications (Word, Excel, Publisher), Basic Internet      Research and Information Technology skills. 
 Exceptional organizational abilities with strong detail-orientation and multitasking skills 
 Ability to work collaboratively with community to achieve desired results. 

Training/Education: 
 Undergraduate degree, diploma or certificate in Recreation and Leisure and/or training or experience in program or event management, or equivalent work experience

Community Services Manager

Kinbridge Community Association (KCA) is a grass roots organization providing recreation, education and social services and programs in two Neighourhoods in South Cambridge. 

Mission

Kinbridge Community Association actively engages and empowers community through positive relationship building and the facilitation of programs and services that embrace equity, inclusion and diversity.

We are seeking a passionate ambassador who is committed to achieving our mission through strengthening our neighbourhoods using a capacity building model.  You will work closely with the Executive Director achieving KCA’s strategic priorities. This leadership position is responsible for managing and developing the social service and human resource components of our organization.  This includes organizational administration as well as staff and program management.  You will offer essential support to the Executive Director and ongoing coaching and supervision of your staff team.  You will represent the organization and neighbourhood perspective on various committees and working groups to address current trends and future opportunities for all children, youth, families and individuals in our neighbourhood.

This is an hourly position based on 35 hours per week. KCA offers competitive wages and benefits package.

Manager, Home Child Care

Length: Temporary Full-time (for approximately 24 months)
Salary: $82,282.20 - $102,848.20 per annum
Location: 99 Regina St. S., Waterloo/150 Main St., Cambridge

Description of Duties:
Manages, plans, and provides strategic leadership for the development and delivery of a municipally-operated licensed home child care program, providing services to children and families in Waterloo Region; develops standards and best practices and ensures compliance with relevant Provincial Legislation and Regulations and Regional policy.

Knowledge, Skills & Abilities Required:
  • Comprehensive knowledge of Early Childhood Education and operation of a licensed child care program, and demonstrated experience in working with diverse populations in the delivery of high quality curriculum approaches for young children, normally acquired through a Degree in Early Childhood Education or equivalent education, plus progressively responsible related child care experience in a supervisory/leadership capacity.
  • Knowledge of Regional policies and procedures, by-laws, Provincial and Federal legislation (e.g., Day Nurseries Act, Child & Family Services Act, Fire Code), and labour relations, collective agreements, and environmental policies affecting Home Child Care.
  • Negotiation, analytical, and problem solving skills to plan and develop objectives and determine goals of the program including administrative, technical, operational, and financial components. Ability to organize and coordinate these components, classify work required, and select staff to achieve goals and objectives.
  • Leadership, human relations, and communication skills to manage, develop, motivate, and support supervised staff to achieve objectives; present issues and reports, and represent the program on various committees; present issues and reports to Regional Council and Council committees and represent the Division on various community committees and groups; and participate as an effective team member.
  • Computer skills using software such as MS Office. Knowledge of program management systems (e.g., OCCMS, OneList).
  • Must provide an acceptable Police Records Check to ensure suitability for working with vulnerable populations. Must provide proof of negative TB skin test and current immunizations.
  • Ability to travel to various locations within and outside Waterloo Region.
  • Ability to support and project values compatible with the organization.
  • Ability to read and interpret legislation, financial, statistical and research documents. Ability to develop and write policy and procedural guidelines, promotional materials that are clear, concise and easy to understand. Reviews and writes Council and Committee reports, legislation, publications, journals, policy and procedure manuals, newsletters, agendas, letters, memoranda, minutes, to remain well informed and communicate issues and best practices to others.
  • Ability to prepare and conduct presentations, training modules and information sessions to internal and external groups; and respond to inquiries and requests for information from staff, clients, and the general public regarding children, families, and child care.

Salary/Wage: $67,303.60 – $84,138.60 per annum/$36.98 – $46.23 per hour

Description of Duties:
Establishes, coordinates, and/or implements quality assurance initiatives for the Early Learning and Child Care community on behalf of Children’s Services as the Consolidated Municipal Service Manager (CMSM); leads community based quality initiatives, including Raising the Bar (RTB) on Quality program; ensures high quality standards and practices in licensed Early Learning and Child Care (ELCC) programs are met.

 Knowledge, Skills & Abilities Required:
- Thorough knowledge of ELCC principles and practices with an emphasis on continuous quality improvement approaches, adult education, communication, evaluation research, statistical applications, research and planning methodologies, normally acquired through a community college diploma or university degree specializing in child development and social development practices, plus progressively responsible related experience within a child care setting. 


- Knowledge of applicable legislation (e.g., Ministry of Education, College of Early Childhood Education, Day Nurseries Act, Child & Family Services Act, Occupational Health and Safety Act and other related legislation). 


- Working knowledge of current research and best practice relating to high quality standards for early learning and child care. Knowledge in the use of ERS assessments and other measurement tools that support quality practice; ability to train others in the use of evaluation tools. 


- Analytical, organizational, and problem solving skills in order interpret and apply relevant legislation, policies and procedures; analyze political, socioeconomic and research trends and information; and manage competing demands. 


- Leadership, human relations, facilitation, team building, and presentation skills in order to communicate and promote the program to the media, community organizations, neighbourhood groups, and various levels of government committees; lead project teams; ensure ongoing partnership and commitment; respond to inquiries and requests using tact and diplomacy; develop, motivate, and support staff, project members, and volunteers to achieve objectives; instruct or train others in specific methods or procedures; and participate as an effective team member.

- Computer skills using software such as Microsoft Office, project management and document management systems.

- Ability to read, interpret and apply research, policies, procedures, Provincial and Federal regulations and guidelines and reports, and remain up to date on legislative changes and other developments affecting quality ELCC practices.

-  Ability to write reports, promotional materials, letters to Council, community groups and committees; and to develop policies, procedures, planning strategies, and work plans.

- Ability to conduct presentations to community organizations, neighbourhood groups, higher level government committees, and at public meetings.

- Ability to deliver feedback and recommendations to community programs using a clear, concise, non-judgemental approach.

- Ability to travel to various locations within and occasionally outside Waterloo Region.

- Ability to support and project values compatible with the organization.

- Works some evenings to accommodate community groups’ deadlines and schedules.

The Executive Director is responsible for the successful leadership, management, and growth of Creative Beginnings.  Under the direction of the Board of Directors, he/she is responsible for program quality, strategic planning, financial sustainability, sound administration, Human Resources excellence, and compliance with policies and procedures established by the board and regulations under the Day Nurseries Act.

Key Responsibilities:
- To coach, mentor and manage the performance of all direct reports and to ensure supports are in place for career development
- Administers the finances of the organization within the approved budget, developing and monitoring key performance indicators
- Builds & promotes positive interpersonal relationships with parents, childcare colleagues, stakeholders, and community groups
- Advocates for Creative Beginnings with local community groups such as boards of trade, service clubs, and local events
- Guides the development and monitors the implementation of all Creative Beginnings programs & initiatives
- Acts as a liaison between the board and staff, fostering effective teamwork
- Works closely with the Board of Directors to develop and execute strategic planning
- Identifies and secures financial resources and writes funding proposals
- To maintain regulatory compliance and respond to areas of non-compliance
- To complete other duties as assigned

Qualifications:
- 5 years + executive leadership experience with a sizeable multidisciplinary team

- Demonstrable excellence in marketing, advocacy, employee recruitment and retention
- Strong accounting and financial reporting knowledge
- Possesses the ability to function effectively during periods of rapid change and transition
- Ability to analyze data, problem solve, develop programs and grant proposals
- Excellent oral, written and presentation skills
- Advanced working knowledge of computers and relevant software
- Current satisfactory Criminal Record check (vulnerable sectors)
