Child Care Supervisor (Home Child Care)

Organization: Region of Waterloo
Position: Child Care Supervisor, Home child care. Temporary opportunity (approx. 15 months)

Overview of the Position: The Region of Waterloo’s licensed Home Child Care program provides round-the-clock assistance for families receiving financial help to meet their child care needs. As part of the program, contracted caregivers are supported by a network of resource professionals dedicated to helping these child care enterprises flourish. As Supervisor – Home Child Care, you will lead the activities of a team of Home Child Care Caseworkers tasked with ensuring the Region’s families receive timely, sufficient, quality services.

Your responsibilities as Supervisor – Home Child Care will include:

• Ensuring the Program complies with the provisions of the Day Nurseries Act (DNA) Child & Family Services Act (C&FSA) and the Region’s policies

• Directly supervising Caseworker III (Home Child Care) incumbents, with full responsibility for interviewing and selection, training and guidance, performance management, and discipline

• Coordinating daily case management team activities

• Consulting with caseworkers on program policy, caseload, time management, community resources and Regional policies and procedures

• Authorizing the purchase of service agreements with new caregivers

• Designing and delivering caregiver and community educational training programs

• Organizing a yearly caregiver conference for caregivers and community members as well as coordinating caregiver activities such as playgroups, picnics and seasonal parties

• Developing and implementing marketing strategies to recruit new caregivers and raise public awareness of Home Child Care in the community

• Supervising developmental screening of children and facilitating formal assessments through referral to community agencies

• Organizing and maintaining resource materials as well as assessment and screening tools.

To assume the role of Supervisor – Home Child Care, you will have:

•
Thorough practical knowledge of the developmental and educational needs of children, research methods, and working knowledge of administrative policies and procedures acquired through the completion of degree program specializing in early childhood education (or related field)

• Significant, progressively responsible experience in a child care setting

• In-depth knowledge of the DNA and working knowledge of the C&FSA as well as Occupational Health & Safety Act; Municipal Freedom of Information and Protection of Privacy Act; Regional policies and procedures; and relevant municipal by-laws

• Experience supervising a staff team

• Knowledge of related community resources, outreach programs and subsidies available

• Knowledge of and skill in the use of marketing strategies to recruit new caregivers

• Understanding of children with special needs and current knowledge of diagnostic screening tools

• Human relations, leadership, mediation and organization skills

• Ability to communicate effectively with families living under stressful conditions and to influence clients and caregivers to resolve conflict

• Proficiency with computer software such as Word, PowerPoint, Access and Publisher and familiarity with the Ontario Child Care Management System; financial systems; attendance management systems; and Internet/Intranet

• Ability to interpret and explain various legislation, regulations, contracts and applicable collective agreements and to audit case record notes and new caregiver files

• Ability to compose and conduct presentations and information sessions for the public as well as Regional and community committees or boards

• An acceptable Police Records Check in order to ensure suitability for working with vulnerable populations.

Designated Early Childhood Educator Supervisor (2 positions)

Position: Supervisor, Designated Early Childhood Educator Supervisor
One position is a 6 month term position starting immediately to November 2013 - end date subject to change. Other position is a one year term starting August 2013 to August 2014

Salary: $61,005 per annum
Hours: 40 hours per week, 12 months per year

Overview of the position:
Reporting to the Assistant Superintendent of Learning Services, through the System Administrator of Early Learning, DECE Supervisors are part of the central Learning Services team that actively supports Full Day Early Learning Kindergarten Programs by facilitating site-based supports, central workshops, and networking opportunities for Full Day Kindergarten Teams. DECE Supervisors will partner with our current DECE Supervisor to oversee the day-to-day supervision and management of our growing Extended Day programs and be an active leader in the recruitment and hiring of new DECEs through the implementation of the Full Day Kindergarten and Extended Day programs.

Responsibilities: 

• Supervise the Designated Early Childhood Educators in the Extended Day Program sites

• Administer the Extended Day Program including registration, management of subsidies, fee collection, viability and program attendance records

• Support school principals with Extended Day absence management

• Provide leadership and guidance to staff through coaching and professional development

• Communicate with Parents and the broader community around the Extended Day program

• Communicate and advise Principals and other Board staff on pertinent information concerning the Designated Early Childhood Educators in the Extended Day Program

• Collaborate and communicate with community stakeholders

• Provide guidance and instruction on food quality, safety and quantity for the program when required

• Recruit and support hiring process for Early Childhood Educators

• Perform other duties as assigned


Qualifications: 


The successful candidates will:

• Have a degree/diploma in Early Childhood Education from a recognized university or community college and be registered and in good standing with the College of Early Childhood Educators

• Will demonstrate exemplary knowledge of play-based learning as defined in the Full Day Early Learning Kindergarten and The Extended Day Ministry of Education documents

• Also possess excellent team leadership, problem-solving, communication, computer literacy and time management skills

• Possess a valid Ontario driver’s license

A combination of skills and experience will be considered.
