The Ministry of Education's Early Years Division supports the provision of quality child care programs in safe and stimulating environments. We are seeking a candidate with experience, skills and knowledge in child development and learning who can apply this knowledge, together with their analytical and problem solving skills, with good judgment in assessing compliance with legislative requirements and supporting operators to achieve compliance. The successful candidate must have a strong customer service orientation supported by excellent collaboration and communication skills to balance their responsibility for operator accountability with support.

What can I expect to do in this role?

As a Program Advisor for licensing and compliance, you will:
• conduct site visits to inspect and to determine compliance with legislative requirements and ministry policy
• identify and address immediate health and safety issues
• analyze licensing issues, make recommendations for corrective action and best practices to enhance the quality of care where appropriate
• liaise with agencies and stakeholders
• follow-up on complaints and facilitate issues resolution
• participate in enforcement action, where applicable
• participate on projects and project committees

How do I qualify?

Mandatory requirement:
• You have the ability to travel on a regular basis throughout the service area.

Technical expertise:
You have:
• knowledge of principles and practices of child learning and development
• ability to interpret and apply the Child Care and Early Years Act and other relevant legislation and regulations to conduct site visits, prepare licensing documentation and participate in operational reviews of agencies
• an understanding of programming requirements in a day care setting

​Program techniques:
You have:
• the ability to assess the effectiveness of programs and compliance with accepted practices
• knowledge of budgeting processes in order to review agency budgets
• knowledge of programming and services available to families in the community

Analytical and problem-solving skills:
You have:
• the ability to assess the services being provided
​• the ability to make recommendations on new programs

Communication and computer skills:
You have:
• effective oral and written communication skills
• the ability to work well with others and can present information to stakeholders
• proficiency in computer software and databases (e.g. email, word-processing, spreadsheets) and have the ability to use portable automated technology to conduct on-site inspections
