The Work

Building Blocks for Child Care (B2C2) is an organization at the leading edge of driving the expansion and development of the new Early Learning and Child Care System (ELCC) in Ontario.

ELCC is the largest new social program in Canada since Medicare was introduced in the 1960’s. The system is going through a total overhaul from a fee-based market system to one that is funded and organized with the support of governments.

There is much to be done!
  • Parent fees have been reduced stimulating huge demand
  • Expansion is moving ahead slowly
  • There aren’t enough early childhood education staff to keep up with the expansion
  • The rules have been slow to take effect and provide reassurances and guarantees to centre operators

B2C2 is working on the practicalities of implementing expansion, educating providers how to do it, whilst combatting the many barriers that slow and stymie. Lack of capital funding, insufficient qualified staff and lack of guaranteed revenues to provide assurance to operators are just some examples.

B2C2 needs a superb “action team” to work on focused projects together to make serious progress with the expansion and development of the new system.

What Can You Bring to the Team?

Strengths and experience in at least some or all the following skills:

  • Superb analysis and writing skills – research, reports, briefs, meeting notes, briefing notes, etc.
  • Well-honed communications skills – communicating simply to a wide audience through all platforms
  • Fast and efficient organizing skills – coordination, sleuthing, getting results, conducting interviews, focus groups, collaboration and outreach experience
And we need your knowledge about some/all of the following:
  • Early Learning and Child Care and how it works in Ontario
  • Labour legislation - especially pay equity, human rights and equity cases
  • The Ontario Government – how it works – how to get things done
  • The Role of Municipalities in Ontario
  • How to build a new child care centre in Ontario​
If you have some or a combination of these skills and knowledge, we want to hear from you. We’re looking to put together the best combo of talent!


You will also have:

● A Masters level degree (or equivalent)
● Demonstrated research skills
● Good computer literacy and familiarity with Microsoft Office and Google suites
● Experience working on website and social media platforms
● Effective interpersonal and team skills
● Strong writing and editing skills
● Strong organizational and time management skills
● Ability to work autonomously
● Strong communications background
● Knowledge of Early Learning and Child Care issues
● Ability to maintain files and records
● Ability to follow oral and written instructions
● Fluency in English

The Social Policy Researcher will work under the supervision of a B2C2 Director.

We help groups, existing non-profit and public child care organizations and governments build new facilities or redevelop existing space to increase the availability of non-profit and public child care for families and communities across Ontario.

1. Overall Responsibilities
Child Care: 
  • Supervise and care for children, ensuring their safety and well-being. 
  • Children are aged: 10, 8, 6 and 2 years 
  • Provide appropriate activities, and supervise outdoor/indoor play. 
Household Tasks (Nice to Have): 
  • Light housekeeping (cleaning toys, tidying up after meals) and laundry

Transportation (Nice to Have): If required, driving children to and from activities (e.g., school, daycare)2.  Required Qualifications and Experience:
  • 2+ years of experience with toddlers and/or school-aged children 
  • CPR/First Aid, Early Childhood Education Certificate are a bonus

Work Schedule
  • Evenings (3:30 pm and on) and weekends
  • 20 hours per week minimum
  • Compensation: Range is $20 - $25 per hour depending on level of experience

Jacob Hespeler Child Care Centre is hiring a Full-time Permanent position and a Full-time Contract position (until June 2026) at Riverside Child Care Centre. 
Registered Early Childhood Educators and ECE Students graduating April of 2025 who are available Monday to Friday, 7:15 a.m. to 5:30 p.m. may apply. 
Responsibilities:  
To plan and implement age-appropriate programs to enhance the cognitive, physical, social, and emotional develop of children according to Jacob Hespeler Child Care Centre’s policies and procedures as set by the Board of Directors, Mission, Vision, Philosophy and Program Statements, the Child Care and Early Years Act, 2014, How Does Learning Happen? and Public Health Guidelines. 
 
Qualifications: 
  • ECE Diploma, Degree or equivalent as approved by the Ministry of Education, or working toward your ECE qualifications 
  • Registered with the College of Early Childhood Educators, not required if currently enrolled in ECE Diploma course 
  • Valid Standard First Aid & Infant and Child CPR level C certificate 
  • An original Police Vulnerable Sector Check dated within 6 months prior to being hired  
  • WHMIS and Health and Safety Awareness Training certificates 
  • Ability to communicate professionally and effectively with families, colleagues, school board personnel, and the community  
  • Be organized and pay attention to detail with the ability to set priorities and complete assigned duties with minimal supervision 
  • Demonstrate enthusiasm, flexibility, dedication, dependability and have a passion for life-long learning 
  • Knowledge of the pedagogical documentation cycle and emergent curriculum 
  • Ability to use professional judgement daily within guidelines established by the College of Early Childhood Educators, Child Care and Early Years Act, 2014, the Region of Waterloo, and JHCCC’s policies and procedures
